There are two aspects of system competence -- being able to operate effectively within the system, and being able to improve the system. Communication is clearly critical whatever system one is working with. Any human system will require resolution of disputes and conflicts. Large social systems, particularly the world system, will require cross-cultural expertise for both communication and conflict resolution purposes. Finally, skills for effective leadership of both simple and complex systems will be required even more tomorrow than they are today.
